Getúlio Dornelles Vargas nasceu em São Borja (RS), no dia 19 de abril de 1882, filho do casal Manuel do Nascimento Vargas e Cândida Dornelles Vargas. Diplomou-se bacharel pela Faculdade de Direito de Porto Alegre em 1907. Elegeu-se Deputado Estadual pelo Partido Republicano Rio-Grandense durante os períodos 1909/1912 e 1917/1921.
